I missed 1 of the 2011 Halloween festival hats! Is there still a way for me to get the other 1 now that the event is over?

I thought the whole point of the hat was to give players a fun and festive way to dress up their characters in game to represent the holiday (which makes them silly to be given out the day before the festival ends seeing as festival activities are basically over at that point), not to boost their e-peen resume by indicating their toon was present in game at a certain redundant location at a certain redundant time.

The occasional redux event and hat givers that appear after certain events show quite clearly that the point of a hat is not at all to show who has been where. If ever you miss a mask in the future you should go to wiki and see if there is a hat giver that sticks around after the event for those that missed it. They will require tokens in exchange for the hat but you can buy those from other players. Sorry to tell you that this isn't one of the events that has one, but its worth looking around for them in the future.

no one said anything about e-peen.
festival hats are a "reward" for players present during the finale. Hence, if you weren't there, you weren't there.
Here's some metaphors in case you missed the point again:
If you don't show up to work, you don't get paid.
If you don't show up to take a test, you won't pass.
If you don't run, you won't get away from the murderer.
If you don't go out to the club, you won't meet that blonde girl.
If you don't show up for jury duty, you pay a $2000 fine.

When there are 2 different hats each year what do you think becomes the meaning? Arenanet's intention might be to keep users participating each year, but it does very much so become an e-penor status to much of the user base.

Not unless Anet decides to add in a collector or have the event again. You should be happy that you at least got one. Some of us in the northeastern part of the US didn't even get a chance to get a hat because of a freak winter storm that will leave over a million without power for at least a week.

If it makes you feel better, I once junked both hats (from wintersday I believe) AFTER the event was over but BEFORE I showed it to the festival hat maker. That's worse than not being there at all. But yeah, as everyone else has said...no you can't ever get them again unless Arenanet has a redo (which is highly unlikely).

Yes and no
The festival was halloween which even though its a mythical game version is celebrated on the 31st.
That's when king thorn appears and you get the hat.
Time was you had to be there for each character as there were no festival hat people.
Now its pretty easy to get the hat unless your one of those people with a life and friends in which case sorry.
They could alter the event so you collect items and these can be traded in for a hat at any time up to a week after the event ends.
Some events are like that sadly for you this one isn't.
